China is a big country of agricultural imports in the world. Large imports of agricultural products threat the fundamental position of agriculture and food security in our country. Therefore, we set up restrictions on the import of agricultural products in different degrees to protect agriculture.Then how is the effect of trade restrictions including tariff barriers and non-tariff barriers. How is the total effect of various trade restrictions on a certain agricultural product or the total products. How do the trade restrictions influence our welfare. All above is what we research in this paper.We combine the methods of tariff equivalent with trade restrictiveness Index, using the relevant data of cereal in HS4from2001to2011, to analysis the effect of various trade restrictions. The empirical results show that the restrictive effect on the import of cereal products is obvious and stricter to agricultural commodities. In the form of various trade restrictions, non-tariff barrier is more effective than tariff, and TBT is stricter than agricultural subsidies. Import Quota has little influence on imports. In addition, we use CES utility function to derive quantization formula of net welfare change through the abolition of trade restrictions. The empirical result shows that trade restrictions reduce our net welfare. So when making policies of trade restrictions, policy makers should balance our welfare and the trade restriction.
