The Development Of Office-Building Economy And Government Function Of Jianggan District

As the most dynamic and potential economic form of the urban economy, the office-building economy is playing an increasingly important role in domestic city economy in recent years. As continuous expand of city economy and promotion of urban industrial structure, office-building economy is becoming an important engine that breaks through the bottlenecks of space shortage, and promotes optimization and upgrading of urban industrial structure. Since the year of2007, the government of Jianggan district has made great effort to develop office-building economy by means of government-led and public-private partnerships. The office-building economy of Jianggan has made a great achievement and became to be the positive energy to the sustainability of Jianggan’s economy. The key to the further office-building economy developing well and fast is to making full use of government function. As the main provider of public goods, the government function sometimes may be absence of efficiency. Therefore, it is necessary to research on the government function in the development of office-building economy.This paper uses the related theories and tools to analyze the effect of, and also elaborate the functions of office-building economy in optimizing the regional resource allocation, adjusting urban industrial structure and promoting the urban innovation. Combining the theory of public goods, this paper also analyzes the function, the role, the position and limits of the government in the development of office-building economy. The thesis process six parts as follows:firstly, by researching on related literature, the article introduces the concept and theory of office-building economy and analyzes the relationship between office-building economy and government function. Secondly, by taking the status of Office-Building Economy of Jianggan district for example, the article tries to analysis on the present features and problems of the Office-Building Economy of Jianggan district. Thirdly, the article has the demonstration analyze on government function in developing of Office-Building economy. Finally, from the aspect of the function of government, the article gives some measures and suggestions on promoting the development of Office-Building Economy of Jianggan district. By researching on the government function in the development of office-building economy of Jiangan, this paper tries to propose the mode and strategy of further office-building economy of Jianggan, and find the way to develop office-building economy in central zone of urban city, and provide some suggestions which has valuable reference to strengthening the office-building economy of Jianggan district.
