Research On The Construction Of Rural Basic Public Service System In Ganyu Jiangsu

It is important and significant to develop rural basic pubic service system, which will help fundamentally solve rural issues so as to accelerate the construction of a well-off society. In recent years, it is not perfect although the rural basic public service system has developed in intensity. There are many factors to restrict the development of rural basic public service system.In such background, this paper discusses the basic state of rural basic public service system construction, the problems and causes and explores feasible measures by ways of referring to a lot of literature and statistical analysis of Ganyu rural basic public services. This paper mainly consists of the following sections.The first chapter, Introduction, introduces the research background, purpose and significance of the study, research home and aboard, research methods and content.The second chapter, Theoretical Research, mainly introduces the concept of rural public service system and analyze the related theories including public services, rural public services, rural basic public services, rural basic public service system, the new public service theory, new public management theory and public goods theory.The third Chapter surveys Ganyu rural basic public service system, which mainly describes recent construction of Ganyu rural basic service systems such as public facilities, social security, education, health, public safety and so on. And it also investigates the construction status through questionnaires and conducts the statistical analysis of the results.The fourth chapter analyzes problems and causes of Ganyu rural basic public service system and put forward the present problems of rural basic public service system, which includes single supply model, inadequate supply of public goods, the farmers’lack of effective demand expression mechanism, the imbalance development between urban and rural region and development of basic public services of special groups. And then sums up the causes of these problems.The fifth chapter proposes to strengthen the construction of rural basic public service system:to Deepen to explore the construction of basic public services and improve the rural basic public service system and its operating mechanism.The sixth Chapter summarizes the conclusions and puts forward the prospect of rural basic public service system.
