Due to the planned economic system, mechanism and history reasons, trational state-owned enterprises’ labor and employment has formed a special labor relation. Once the personnel is empoyed, the labor relation and position are fixed, salary and welfare are relatively average. This results in the coexistence of company labor positions busy uneven and overstaffing status. This also results in less flexible deployment of human resources and increased labor costs. So this kind of labor and employment pattern has become the key of affecting the company seizing development opportunities, promoting reform and development.Paper has reviewed domestic and international research status of labor and employment pattern. By means of the theoretical basis of the labor and employment, paper has simplely analyzed the SLS Corporation human resources and employment status. Finally, paper established a new labor and employment pattern of "Old methods for the old man, New methods for the new man". Paper has also established some labor management mechanism. It established the channel of the identity conversion, the more perfect system of performance and employees quiting mechanism.This article aims to smoothly eliminate the adverse effect of the old labor relations groups to the enterprise’s development through innovation and establishing a new labor and employment pattern to meet the demand of the development. It can help the enterprise grasp the development opportunities, improve the core competitiveness, and accelerate the development.
