Research On The Quality Of The Development Of Urbanization In Heilongjiang Province

The results show that, in the21st century, urbanization has become the subject ofthe current world economic globalization, China, as the developing country which theagricultural population accounts for50.32%, has the problem of urbanization whichbecomes increasingly one of the most serious challenges to face. Urbanization is notonly an important symbol of modernization, is also the strategic objectives to developthe economic construction in our country and realize a well-off society in an all-roundway. The problem of urbanization has always captured the top concern of academiccircles, after the founding of the nation, especially since the reform and opening up,all kinds of researches regarding urbanization have emerged unceasingly. Accordingto incomplete statistics, there has been approximately ten thousands of publicpublication of dissertation which is related to urbanization and nearly thousands ofoutstanding scholarly work.Also there are all kinds reports of urbanization, yearbook,literature and so forth published by research institutions. Among them, the morewidespread book are: Fei Xiaotong "Discusses of Small Cities and Other", YeYuming “Road of the Chinese Urbanization: Economical Support and SystemInnovation", Chen Yiyun "Urbanization and Urban Sociology", Chen Guang "SmallCities Development Research"; Zeng Saifeng " The Research of Chinese UrbanizationTheory ", Zhang Yonggui " Strategic Choice of Speeding up Urbanization " as well as" Policy of Small Cities Development and Practice" written by the laboratory researchunder the state council,"The City and the Village: Chinese City and CountrysideContradiction and Coordinated Development Research" by the research team ofanalyzing national condition under the Chinese Academy of Science and so on.The above multitudinous research that discussed the question of urbanizationdevelopmental strategy in our province results mostly from the strategic angle; Orfrom the perspective of cities and small towns, making individual research on studytheory, mode process and other related issues about the development of urbanization;Or from the perspective of rural, urban and rural areas and the development of countyeconomy, making research on development of county economy and the rural townsconstruction problems; Or from the perspective of urbanization and industrializationand economic development, the relationship between urbanization and the development of national economy in our country; Or from the perspective ofsustainable development, making research on the sustainable development ofurbanization problems. On the whole, there is a common characteristic in the study ofthe urbanization development in our province: the lack of research about the quality ofthe urbanization development in our province. Even if some research resultsmentioned the quality problem of the development of urbanization, but on the contentof the comprehensive system research on the quality of urbanization is little.Especially, the lack of a comprehensive, integrated systematic research about thequality of urbanization, which emphasizes the healthy development of urbanizationquality.The significance of the research about Heilongjiang Province’s urbanization lie inour province has a large population, as one of the greatest agricultural provinceamong the country, the level of Heilongjiang Province urbanization all has thetremendous influence to the economy development of northeast area and even thenational urbanization advancement and enhancing the rate of Heilongjiang Provinceurbanization has the positive impetus function to the national economicaldevelopment. As for the study, it’s embarked from the aspect of the connotation about“the quality”, analyzes the quality problems in the development of urbanization in ourprovince, put forward the urbanization development quality appraisal target systemand evaluated the quality of urbanization in our province, at the same time, analyzingand studying the speed and quality to the development of small towns in our province.Overall, this study divides three parts: The first part elaborates the connotation about"the quality" of urbanization; The second part analysis and evaluation of the qualityproblem of the development of urbanization in our province in general; The third partcarries on the analysis and the appraisal to our province small cities quality in ourprovince.
