From the1980’s, China’s large-scale poverty alleviation work has made great achievement, our government pursue the poverty relief policy by the government-led, universally social participation. Absolute poverty number in rural areas reduced from250million to26.88million(1978-2010), the per capita net income of the people in the poverty-stricken counties given priority in aid reached3273yuan,431yuan more than last year, growth rate reached15.2%,But In the transformation period of rural poverty alleviation policy, our country has also confronted with the new challenge in the anti-poverty work, the poverty population mainly concentrate on the remote and poverty-stricken mountain areas. Those people do not have high qualities of culture or low ability to resist risks, it’s very common for illness-related poverty and disaster-related poverty in this area. The current policy can’t resolve this vulnerability, at the same time, the lack of response and declining economic growth poverty alleviation effect is widely reviled. There is no doubt that in the face of new challenges, our country needs to introduce a new poverty alleviation work system, carrying out the new working thought.a national work conference on poverty alleviation held in May2001,"China’s poverty reduction program for2001-2001"was hammered out, our government is becoming clear that they must adjust their role in poverty alleviation program, our government should mobilize and encourage non-profit organizations, the private sector, poor people and all social groups to participate in China’s rural poverty alleviation. This article gives a literature review of the development of non-profit organizations, its efforts in the rural poverty alleviation and its substantial gains, found that the time of NPO’s participation in china’s rural poverty alleviation is limited, The researches of these scholars is insufficient in this field, Especially.the research for non-profit organization’s participatory poverty alleviation project is lacking. Therefore, this article analyzed the results and deficiencies in the process of participatory based on the china poor rural communities development project, and provides some reference for poverty alleviation to our government and the local non-profit organization. This article’s innovation as follows,The World Bank carried out the largest comprehensive poverty alleviation projects of trans-regional in china, this project had a strong representation. We can provide some suggestions and reference to our local non-profit organization by studying participatory poverty alleviation patterns. So far, the research for the effect of non-profit organizations in poverty alleviation is rarely, we can do more comprehensive and detailed research on non-profit organizations through the analysis of concrete case; objectively appraises the effect and shortcomings of the non-profit organization’s participatory poverty alleviation; solutions to the problem are put forward.It’s only decade or so for non-profit organization’s participation in carrying out participatory poverty alleviation, the research materials is limited in this area, the implementation of participatory poverty alleviation project also is less, so the understanding of the non-profit organization’s participatory poverty alleviation is still in the process of improving. And the article only analysis the data in the last5years, we don’t have collected the data after the end of the project to do further study, so it may lead to the project evaluation is not accurate.
