Research On Laboratory Quality Control Of S Inspection Institution

Since eightieth of the twentieth century, China’s product quality inspection institutions have witnessed the period of establishment and development. Until now, we have set up an integrated quality inspection network, having a certain examination scale and ability. On one hand, domestic inspection institutions are imperative to change, because of the current rapid development of China’s market economy reform and institutional reform; on the other hand, Our inspection institutions are also facing the hitherto unknown challenges, since foreign large-scale testing and certification organizations enter the domestic market after China’s accession to the WTO. The increasingly fierce competitions in the detection market urgently need inspection institutions establish scientific and justiciable laboratory quality management system that conforms with international standards.Based on the S inspection institutions as the research object, as well as the ISO/IEC17025:2005《general requirements for the competence of testing and calibration laboratories)),this paper uses total quality management theory, and thoroughly analyzes taking key elements of the laboratory quality control as breakthrough points. This paper also draws lessons from thoughts of whole process, full participation and diversification in management, analyses on main line applying PDCA cycle working procedure, finds out quality control problems as well as Analyses causes, formulates and implements quality improvement measures, finally verifies the effect.This paper pays close attention to quality control process of S testing laboratories, based on deep understanding of the concept of total quality management, together with relevant literatures at home and abroad. Firstly, the author briefly introduces the general situation and quality management of S testing laboratories reflected, considering proficiency testing is one international method of laboratory quality control. The paper takes "not satisfactory" results from a CNAS organization proficiency testing as an example, proves proficiency testing problems of laboratory, researches on quality management system elements that affect S testing laboratories quality control, then finds out non conformance factors exist in the quality system, thus many problems exist in the quality control process. Then, this paper analyzes key factors that affect the laboratory quality control, points out technical factors such as quality assurance of personnel, facilities, environment, equipment, sampling, detection, and calibration results affect quality control of S testing laboratories. This paper uses survey research method, comparative analysis, and methods of qualitative and quantitative; applies quality improvement tools like questionnaires, histograms, causal maps, and statistical diagram to Collect related information, analyzes data, analyzes the problems and causes, then formulates and implements quality improvement measures. At last, this paper verifies the effectiveness of improvement measures, through customer satisfaction survey and the improvement objectives.This research contributes to the improvement of quality management of S inspection institution, standardizes work procedures, improves the level and quality of laboratory testing, ensures the accuracy and reliability of test results, and satisfies customers. As a result, this research has a certain theoretical and practical significance to studies on the quality control of S testing laboratories related.
