The Research On Public Service Outsourcing Coope Ration Mechanism Based On The Public Evaluation

With the constructio n of "service-oriented government", pub lic serviceoutsourcing is getting more and more attractio n fro m go vernment departme nts, andincreasingly become the most important pub lic service marketization mode. However,during the vigorous deve lopme nt of China’s public service outsourc ing, manyproble ms increasingly prominent. Because of the imperfection of pub lic serviceoutsourcing market syste m, the service vendors own private information in thetransaction made pub lic service outsourc ing faces a severe unilatera l moral riskproble m, which e ventua lly led to the fa ilure of the public service outsourc ing. Theexiste nce of moral hazard in the pub lic service outsourc ing will lead to pub lic serviceoutsourcing faces ma ny risks. The establishme nt of scientific and reasonable publicservice outsourc ing cooperatio n mechanis m can reduce the moral hazard in the publicservice outsourc ing, make service ve ndor promotes the qua lity of p ublic serviceoutsourcing product, do some contribut io n to the governme nt and the service vendorto estab lish a lo ng-term cooperation re lationship.For the information asymmetry characteristics in the pub lic service outsourcing,this paper ana lyzes on the causes and possible consequences which caused byinformatio n asymmetry characteristics, this paper establis h a public serviceoutsourcing quality contro l model and a cooperative relations hip stability incentivemodel to avoid the risks of information asymmetry. The pub lic service outsourc ingquality control model introduces the public eva luatio n, by means of setting penaltyfactor in the forma l contract, establis h a qua lity control mode l to promote the servicevendor improving outso urcing product’s quality, this incentive model can incentivethe government putting more supervis ion cost and the service ve ndor putting moreproductio n cost to improve the pub lic service outsourc ing product’s qualityeffective ly, it do a guid ing meaning to the governme nt of how to design a forma lcontract to promote the service ve ndor improving product quality. In additio n, thispaper establis h a cooperative relations hip stability incentive mode l, using the discountfactor as a effective signa l to investigate the long-term cooperatio n of both tradeparties, it is concluded the related influenc ing factors of cooperative inte ntions ofboth trade parties, provides a scie ntific method to the governme nt and the servicevendor to establish long-term stable cooperative relatio nship. This artic le based on the perspective of the governme nt, analyses the characteristics of public serviceoutsourcing and then establishes two models, constructs a scientific cooperationmecha nis m for both trade parties, and provides a scie ntific basis of ma nage ment forthe public service outsourcing.
