Research On Comprehensive Budget Management Of Hunan Electric Power Company

Budget management began in the late19th century in America. Through over ahundred years development，now it becomes a very important management toolwidely used in large American enterprises. In China, with the development ofeconomics and the improvement of market economic system, comprehensive budgetmanagement has been paid much attention both in theory and in practice, which canhelp managers make plans, coordinate with each other, control and evaluate theperformance, thus enhance competitiveness.As state-owned key enterprises, power companies play a pivotal role in nationaleconomic and social development. The demand，procurement, inventory of powercompanies are very different from those of traditional manufacturing industries. Thecharacteristics of capital-intensive are obvious. Fitting with this feature, powerenterprises should be attached weight to comprehensive budget management, whichcan improve management level and operation efficiency and promote the realizationof the maximum of the value of the enterprise. Power companies have not yet formeda relatively complete set of budget management since the operation ofcomprehensive budget management.So In this paper, I take Hunan Electric Power Company, a wholly ownedsubsidiary of state grid corporation, as a research subject, hoping to get acomprehensive evaluation framework for budget management. Under the guidance ofthe theoretical framework, I try to point out problems through the analysis andevaluation of the comprehensive budget management of the company’s currentsituation. The suggestions for building comprehensive budget management systemare as follows, strengthening its organizational system, improving its modelconstructions, building its process and bettering the information system ofcomprehensive budget management. This study will provide some implications onthe improvement and implementation of power enterprises’ budget system.
