The economic development in China holds strong local characteristic. Besides, RMB loans and M2have not done the full measure work of currency the real economy’s financing, on the basis of index system building method, combining the reality of local social financing scale statistical work in China, with local financial system and real economy as the research object, and finally construct a perfect and reasonable statistical index system of local social financing scale to reveal China’s monetary policy transmission in regional and local social financing structure and the relationship between the local economic and financial development to lay a certain foundation, and finally place social financing scale statistical work for the government and related policy formulation provides the certain reference value.In this paper, status quo of currency social financing scale and statistics in China has been analyzed in order to set insight into its necessity, purpose, and idea. The overall framework of local social financing scale index system has been designed for the building up of the local statistical index system of social financing scale in China with the basic principles.The first chapter introduces that M2and RMB loans have not been able to measure the finance situation of current entity economy. With this, to social financing scale and local scale of social financing are unfolded, besides, the research object, going-how, and technical route have been given in this chapter.The second chapter refers to local social financing scale firstly define the "social financing scale" and "local social financing scale", and put forward some problems of local social financing scale statistics.The third chapter "statistical index system of local social financing scale theory" mainly researches the index system of the statistics on the basic steps and concepts, and the basic principles of statistics that must be abided by in.The fourth chapter "the necessity of local social financing scale research":by analyzing the M2and RMB loans in measuring failing to the real economy financing conditions. Systematically researching of the local properties of the country’s economic and financial development, using the statistics released by the national social financing scale, with Shaanxi province as an example, to obtain local social financing scale and make empirical analysis on the relationship between social financing scale and the real economy.The chapter5"statistical index system to build local social financing scale" refers to related categories of international and domestic industry classification standard, classification of China’s financial system.
