| As an important means to reconcile the contradiction between supply and demand ofland resources, the linking between the increase and decrease of urban and ruralconstruction land plays a tremendous role in optimizing the layout of construction land andprotecting farmland. However, how to choose a scientific and reasonable project area in theprogress of implementation, and which project can be implemented smoothly, no unifiedapproach and proven experience can be learnt from. Thus, the theoretical and empiricalresearch on the scheduling of linking the urban and rural construction land, has asignificant and practical meaning to protect farmland quality and quantity, to optimize thepattern of urban and rural land and to promote the intensive utilization of land.Based on consulting related references both at home and aboard on the linking of theincrease and decrease, this paper, taking Fucheng County in Heibei Province as a case,combines the related work in the land use general planning revision and studies thetheories and methods of temporal and spatial pattern of rebuilding and removing project inthe balancing of rural and urban area aiming. It then applies spatial analysis in GIS tocalculate its value and arranges a temporal and spatial arrangement for the project inFucheng County.The main research study results as follows:(1)adopting fuzzy clustering and AHP, this paper makes up index system ofsuitability of removing and rebuilding area, builds index calculating models, evaluatessuitability of different project and determines its temporal arrangement. Then it analyzes itsspatial pattern and makes up hook project combining principle and method.(2)Calculate all the indexes and cluster them, choose area with eigenvectors λ≥0.80as recent project,area with eigenvectors0.80>λ≥0.70as the medium-term, area witheigenvectors λ<0.70as the forward project. And the hooks present the character of the circleof structure, that is, they are around the city center or the key business zones in space.(3)Evaluate the suitability of all the rebuilding projects in the constructive expansionpermitted and conditionally-permitted zone. By using AHP, it confirms weight and degreeand analyzes the distribution frequency of rebuilding scores. The results show that if thescore yi≥75, the area can be as recent rebuilding project; if the score75>yi≥45, the area can be asmedium rebuilding project; if the score yi<45, the area can be as forward rebuilding project. The distribution pattern shows that recent rebuilding project concentrates in Fucheng Town, MatouTown and the aside of Xiakou Town. Its suitability degree decreases to the outside area.(4)According to the principle and methods mentioned, this paper combines therelated removing project with rebuilding project organically applying Euclidean distance tocalculate its potential. By considering both of the projects in the temporal and spatialcharacters generally,88projects of the balancing between the rural and urban constructionland in Fucheng County is ensured. Among them is10projects, with their potential is570.46hm2,having priority been carried out;25projects will be carried out in the mediumterm, with its potential952.06hm2; and the rest53projects will be carried out when thecondition is permitted. |
