With the acceleration of urbanization construction,the demand for urban construction land is rising day by day,in order to supplement the demand of urban construction land and optimize the layout of urban and rural land use,to protect the national 1.8 billion acres of farmland red line is not shaken,the urban and rural construction land increase and decrease linkage project came into being.In recent years,the pilot promotion of the increase or decrease linkage project has eased the predicament of space tension in various regions to a certain extent,and increased the intensive degree of rural land use,but at the same time,it has gradually exposed the problems of poor enthusiasm and damage of farmers ’ rights and interests in the implementation of the project,and also buried hidden dangers for the outbreak of social risk.Increase or decrease the social risk of linked projects will not only affect the normal advancement of the project,but also pose a threat to the social order in the region,which is not conducive to social stability.Risk identification and risk evaluation of the increase or decrease linkage project is the basis of the targeted recommendations on the potential risk of the project,so how to achieve this goal is the government’s work and increase or decrease the risk of linked projects to study the needs of the matter.Based on the work breakdown structure combing the potential risk factors in the project of urban and rural construction land increase and decrease,this paper determines the index system of constructing the social risk evaluation of the linked project by Delphi method,and determines the weight of the evaluation index by combining Delphi method and factor analysis method.Fuzzy comprehensive analysis method is used to construct the social risk evaluation model of urban and rural construction land increase and decrease linkage project,and it is applied to the social risk evaluation of a project in Dongxiang district of Jiangxi Province.The social risk identification of the linked increase and decrease is found that there are 20 risk points with different risks in 4 links,such as research investigation,project approval and hearing,program implementation and follow-up implementation,and it is found that the risk weight of farmers ’ compensation demand risk and farmers ’ personal interest compensation is relatively high through the weight comparison analysis.An empirical analysis of social risk assessment of linked increases and decreases shows that the comprehensive risk level of the project is low,and the key risk sources are the risk of project funds protection,the quality risk of new cultivated land quantity,the failure of farmers ’ personal interest demand and the risk of farmers ’ opinion expression restriction.This paper puts forward some suggested strategies to "explore farmers ’ compensation mechanism","open farmers ’ expression channels,ensure smooth communication between farmers","strengthen multi-level multi-channel economic supervision","strengthen the acceptance of project achievements,improve the supervision of new cultivated land achievements","improve the standard project flow" and other targeted risk aversion issues. |
