The energy has been regarded as the important material basis of economic and social development. Sichuan, as a leading energy consumer, has consumed159,587,000tons of standard coal in2011with a growth of261%during its rapid economic growth, which was only44,186,000tons in1990. Meanwhile, the’Sichuan "12th Five-Year Plan" for Energy Conservation" has set a new goal for Sichuan’s energy consumption:during the "12th Five-Year Plan", Energy consumption per unit of GDP in the whole province would reduce by16%accumulatively. Thus, the dilemma between energy-saving and consumption reduction and sustainable development of economy and society is calling for resolution. The technology can effectively solve the contradiction.This paper combed the present situation of the technology progress and energy consumption in Sichuan. On the basis, Studies the total energy consumption, energy consumption structure and the energy intensity in Sichuan.(1)Using the DEA method to measure the rebound effect of technological progress in Sichuan;(2) By analyzing the type of energy consumption and the energy industry structure, life style, the energy cost, we get the results of the effects of technological progress on energy consumption structure;(3) Analyze technical progress’s impact on Sichuan energy consumption intensity through the establishment of VAR model of Sichuan energy consumption intensity.The results show that:(1) the average rebound effect from1978to2010in Sichuan is about70.44%, and the rebound effect in Sichuan to presents the first decline since the reform and opening up after rising trend;(2) in terms of energy consumption structure, both Sichuan and the whole county are with the characteristics of "coal consumption as the principal while coexisting with various forms of energy consumption".with the optimization of Sichuan energy consumption structure, coal consumption continues to decline, which will then facilitate a rapid decline in energy consumption per unit of CO2emissions.(3) The technical progress in Sichuan has received a long-term and stable relationship with energy consumption intensity; technical progress can effectively reduce Sichuan energy consumption intensity; investment in industrial technology transformation (TI) has contributed most in reducing energy consumption intensity.This study, the following conclusions:(1) Policy making should ensure carrot and stick technology at the same time, then give full play to the role of the technology of saving energy and reducing consumption.(2) To speed up the introduction of new energy technology, raise the proportion of low carbon energy consumption, is helpful to reduce the unit energy consumption of CO2emissions.(3) Speed up technical transformation investment and new energy science and technology achievements transformation, can effectively reduce the energy consumption intensity.
