The Research For Motivation Of Agriculture Industrialization Transfer During The Urbanization Of Chengdu City

Agriculture is the primary and basic industry in our country, which is the related with our people’s livelihood. The central document has focused on "three rural" issue for nine consecutive years, it is obvious that the agriculture plays an important role in the national economy development. The CPC eighteen report that China is on the way of new industrialization, information and urbanization, we must adhere to industry nurturing agriculture, cities support rural areas and given more taken less approach, which will play a huge role in promoting China’s agricultural development. However, due to the weakness of agricultural development, especially accompanied by urbanization and agricultural modernization process, the land misused, the population concentrated, the agricultural land is gradually being instead by secondary and tertiary industries, agriculture industry transfer has become an inevitable urbanization trends.The Twelve Five period for Chengdu is a critical period that to build the western economic growth pole, to promote a new socialist countryside construction, urban and rural development, to promote global modern ecological agriculture. Chengdu Agriculture and Rural Development Twelfth Five Year Plan has given four aspects of the scientific and rational positioning, which are modern agriculture regional distribution, functional layout, regional cooperation and new rural layout. During the time, Chengdu will build urban modern agriculture and the world of modern garden city, this period will give a good chance for agricultural structure adjustment and upgrading.This paper has analyzed the agricultural development of Chengdu’s three spheres, Based on the government’s macro policy, we have analyzed the basic characteristics and orientation, firstly, the agricultural industry positioning clearly, the ring structure evidently. Secondly, creating agricultural industries with local advantages. Thirdly, developing green organic eco, building modern garden city. Through the study we found many issues in the process of urbanization in Chengdu, such as the agricultural foundation is weak, the agricultural industrialization level is low, the agricultural logistics system is imperfect, farmer’s re-employment is difficult.Based on the analysis of present situation, characteristics and problems, we have analyzed the agriculture industry transfer motives in the process of urbanization in Chengdu,using factor analysis, including urbanization and area factors. According to the process of urbanization problems in the development of agricultural industrialization, we have given four policy recommendations, first, proposed consolidating agricultural infrastructure construction; what’s more, improve the level of industrialization of modern agriculture, further more, speed up the establishment and improvement of agricultural materials logistics system, last but not the least, guide the re-employment of landless peasants, accelerated transfer of surplus labor.
