A Study On Fiscal Support For Green Technology Innovaiton In Liaoning

With the rapid development of the economic, the problem of environment and resources areincreasingly more serious. To solve this dilemma under existing economic pattern, theessential way is to promote green technology innovation. Governments and people have cometo realize the importance of green production and green consumption, and they are shiftingtheir ways of production and consumption from traditional concept to green ones. Meanwhilegovernments have been put forward various fiscal support policies to improve the capabilityof independent innovation and occupy the high-end of technology. Therefore, both enterpriseswhich are the main body of green technology innovation and the government which is afacilitator of green technology innovation should make full use and grasp this opportunity ofgreen technology innovation to promote economic transformation and achieve economicsustainable development. As a large industrial province, Liaoning Province gradually explorethe roads of green technology innovation under the double pressure of resources emergencyand environmental pollution. In recent years, the green technology innovation of LiaoningProvince has made great achievement under the general direction of the transformation ofeconomic growth mode. But the inherent deficiencies make enterprises, society andgovernment suffer from various development dilemma in developing green technology. Aspolicy makers and economic regulator, how the government take full advantage of theirfunctions to guide and encourage innovative body out of the dilemma is a key point anddifficulty for the current development.From the perspective of government in Liaoning Province, this paper mainly focuses on theanalysis of how government fiscal support policies to promote the development of greentechnology innovation. This article is divided into seven parts and our analysis proceeds asfollows. In Section1we describes the purpose and methods of research, and reviews theformer relevant documents on green technology innovation. The research method of this paper is mainly empirical research. In Section2we introduces the related concept of greentechnology innovation and the supported theories,main methods and the fluence mechanismof fiscal support policy. In Section3we introduces the current situation of economicdevelopment and fiscal support policies, and then put forwards the importance and necessityof green technology innovation and fiscal support policy in Liaoning Province. In Section4and Section5we analysis empirically the fiscal support on green technology innovation andput forward the existing problems of green technology innovation in Liaoning Province. InSection6we offer some suggestions to solve the dilemma of government policy aiming at theabove problems from the perspective of fiscal support.In Section7we have a summary aboutthe whole article and look forewards to the future of the study.
