Research On The Impact Of Resources Regions Fiscal Expenditure On Income Distribution Gap

In recent ten years, the economy of our country keeps a so rapid increment speedthat has achieved remarkable achievements. Due to the discordance of our socialeconomy, the imperfection of social security system, the unsound of legal system,however, the gap of different sectors, regions and the income between urban and ruralresidents extends continuously. Besides this, the order of distribution of several fieldsand regions is in chaos as before. According to statistics, China’s Gini coefficient,standing for income gap of our country, was0.28in the80s. It rose to0.42in1993. In2000, Gini coefficient was0.414and it came to0.469in2008. By2012, China’s Ginicoefficient was0.474, which has already overstepped the internationally recognizedwarning line of0.4. In just30years since reform and opening up, China has convertedfrom a country of egalitarianism to the one whose gap between the rich and the poorextends continuously. It is obvious that the facts of widening income gap of regions,industries, groups must be attracted more attention from society.Rational income distribution system and welfare equality not only is the ultimategoal of economic development, but also is a basic requirement of building theharmonious socialist society. As an important means of macroeconomic regulation andcontrol by government, public fiscal expenditure can significantly impact on welfareequality and income distribution. The aim of public finance is to develop economy, tomake society stability and to improve people’s life happiness. To achieve theseobjectives, it must take the fiscal expenditure into account, of which whether the scale is appropriate, whether the structure is reasonable, and whether the benefit can narrow thegap between people’s income. The public finance, therefore, plays an important role innational function and macroeconomic control, and also makes contributions topromoting equality of welfare and income distribution. Jingbian County of Yulin city, asa county in the west, which is in the key period of promoting economic developmentand building a harmonious society, is faced with the opportunity and strategy of westerndevelopment. Confronting the challenges of the imbalance of the industrial structureand the increasing gap between the rich and the poor in various areas of Yulin city, it isurgent that how to find out unreasonable factors of fiscal expenditure which have badeffect on the income distribution and the the best financial structure strategy whichmake people’s happiness index improve.Through the investigation and research to Jingbian County, Yulin city, a statisticaldescription has been made for the total amount and the structure of fiscal expenditure inthis article. Besides, the change trend and causes of it are found out. Based on the theoryof econometrics, this article has studied the regression analysis of the time series model.According to the actual situation of the local, policy suggestions of the structure anddistribution of fiscal expenditure have been put forward. It turned out that the welfarestate of the research area is bound up with basic construction expenditure,science-education-culture-health expenditure and social pension welfare expenditure.The conclusion of this article, on one hand, which shows that local residents can fullyenjoy the benefits of the improvement of welfare state if the fiscal expenditure wasallocated reasonable, may make the local government understand the rationality of thefiscal expenditure structure scientifically. On the other hand, it may provide relativelyscientific reference for1government departments to use the tool of fiscal expenditure toregulate the income gap between urban and rural areas, to consummate the fiscalexpenditure policies.
