In order to break the system and mechanism barriers for the development,proceeding from overall situation as promoting “two transformation” andspeeding up the construction of “one strong three excellence” moderncompany, the State Grid Corporation of China (SGCC) make an importantdecision to construct “three intensive and five” system in its developmentstrategy. Shanghai Municipal Electric Power Company (SMEPC) activelyimplements the strategy of SGCC and Inspection&Maintenance Company isfounded by merging Shanghai Extra High Voltage Company with ShanghaiCable Transmission and Distribution Company. The new company focusedon strengthening the life cycle management of the equipment and improvingpower supply reliability. Overhaul specialization and integration of operationand maintenance of the transmission and transformation equipment arecarried out in its Production management mode. Production managementsystem in which operation, maintenance and overhaul tasks are tokenaccording to the voltage level is established. The production efficiency and benefits are fully improved.In this paper, external environment, internal resources and strategy goalare analyzed based on relevant requirements and principles of foundingInspection&Maintenance Company, SMEPC. The existing problems andorganizational reform goal,which is closely focused the strategy of SGCCand strictly complies with principles of organizational design, are proposedthrough diagnosis and analysis of the organizational structure of thecompanies before combination. The key process of the new foundedcompany in the value chain activities is analyzed. The organizationalstructure of the company is redesigned through process reengineering.theoverall design which is closely related to the development strategy ofcompany fully considers the future development direction, scale, technologyand human resource allocation of the company. It well provide a relativelystable and practical platform for the company in the future several years.According to the requirement of “big operation” and “bigmaintenance”which refers in “five big”system to domestic EHV company,the project explores an organizational structure mode to merge twocompanies with different business in the same link of the industry chainbased on the condition of the country and the corporation. The neworganization structure optimizes the configuration of resources and further improves the specialization, intensification and subtilization of managementlevel of the company. It is of great significance to promote the modernmanagement level of Shanghai Extra High Voltage power grid, to improveemergency disposal ability in accident and abnormal condition, to increaselabor productivity and work efficiency, to achieve the fundamental change ofdevelopment mode of the company and finally to realize the integration ofoperation and maintenance of the power grid. It is also a good reference tothe related domestic companies.
