The Research On Financial Support For SEM’s Independent Innovation In Quanzhou Fengze District

Fengze District, the center of Quanzhou City, which located in the southeast ofFujian Province, its economy and development is supported by many small-mediumsized enterprises. However, those small-medium enterprises still have a long way todevelopment: their production skill and technique are backward and belong to thelow level of the industry of value. Therefore, exploring how to promote theirindependent innovation by establishing proper financial support system is of greatimportance.These years, some exploration has been made to push the independent innovationof small-medium enterprises, we put more effort on the technology innovation,increase the budge to support, carry forward some principle to support theinnovation, push the transition from the typical one to the modern one, promote thedevelopment of the micro-communication, IT software, equipment production., butstill there’s a shortage on it: the effort put was not enough, the support way was sodull, policy promotion was not coverable, the achievement was not targeted whichlimit the function of the financial policy and decrease the effect of the financial fund.Based on the actual development of such enterprises, this paper deep analyzed theproblem exist within according to the Public Financial Theory, area innovationsystem and the great experience from International and National cities, puttingforward some principles in4parts:First in the supporting fund, we should have a revolution on the financial systemto activate the financial energy and ask more supporting fund from the above to be asolid basement for enterprises innovation.Second in the supporting for device, We should integrate the loose capital to a“small-medium enterprise innovation fund”, set up a scheme and clarify the targetand principle of the dispense of fund, take great advantage of the governmentsupport, tax privilege, government purchase and adventure investment which werecombined together, based on the limited financial fun, attract more social fund to magnify the effect of financial fund, focus on the collect, monitor, accept andevaluate to optimize the scheme.Then in the optimize of innovation environment, we should set up the socialservice system, cultivate more person with strong ability, and push the revolution ofthe financial service.Last but not the least in the promotion of financial support, we should focus onhow to improve the governmental service and how to take advantage of the socialservice system.
