Suggestions On State-owned Enterprises Restructuring To Strengthen Valuation

State-owned enterprises, especially state-owned large and medium-sized enterprisesas the main source of financial revenue, has always been the pillar of the nationaleconomy, on the way of national reform and development playing an important role.At present,our state-owned enterprises’ situation is good on the whole, but there arestill some problems which cannot be ignored. The contradictions and problems facedby our state-owned enterprises is not around in the past, and the state-ownedenterprises’ reformation is imperative. In recent years, along with the deepeningreformation constantly, the country’s state-owned enterprises restructuring hasachieved the breakthrough. The number of state-owned enterprises has decreasedsharply, and the quality of state-owned enterprises is increasing, it’s control andinfluence also gradually increase. The international competitiveness of state-ownedenterprises also increased significantly after restructuring. But state-owned enterprisesrestructuring is a long process. Due to various reasons in the process of restructuring,it has caused a huge loss of state-owned assets, and national rights and interests hassuffered from serious violation. Therefore, objective, fair and effective assetevaluation services has played an irreplaceable role to solve these problems, makingsure of the value of state-owned assets.Based on the asset evaluation as a breakthrough point, this paper firstlyintroduces the present situation of the state-owned enterprise restructuring, reviewsthe process of restructuring state-owned enterprises in our country since the reformand opening up, summarizes the main types of state-owned enterprises’ reformation,emphasizes the important status and role of the assets appraisal in the process ofstate-owned enterprises’ reformation, analyzes the advantages and disadvantages andapplicable scope of the assets evaluation method briefly; Secondly the paper analyzesthe problems in the process of the state-owned assets assessment, includingassessment scope, assessment methods, problems of relevant laws and regulations aswell as the evaluation institution, evaluation personnel problems. Aiming at theseproblems,this paper puts forward some strengthening state-owned enterprise assetsevaluation of practical advice from how to determine the scope of the completeassessment, choose scientific and reasonable evaluation method, perfect the relevantlegal system and improve the assessment of state-owned assets assessment evaluationpersonnel overall quality and so on four aspects.
