The construction of ecological civilization is an important element of the new socialistcountryside construction is to improve the quality of life of farmers, improve the rural environmentface systems engineering. With the rapid development of China’s rural economy, the ecologicaland environmental problems become increasingly prominent. This article from the perspective ofthe public administration, professional theory-based environmental management success stories torural communities at home and abroad for reference, focusing on the Ningbo Jiulonghu Town,rural communities in environmental management were analyzed. In recent years, the town ofDragon Lake is more emphasis on environmental protection, the establishment of the fastenerbusiness industrial wastewater collection system, improve the rural community sewage treatmentsystem, and strive to carry out the rural community "clean beautify homes" in a concentrated action.But there are also a number of outstanding issues, and in the waste water, noise pollution is serious,the small rural community environment dirty, chaotic, poor condition can not be improvedremarkably strong, timeliness difficult to obtain evidence of environmental pollution, and so on.The reason is that the town’s industrial growth is still a way to extensive community planning lagsbehind economic and social development, community environmental culture is not yet mature,rural communities in environmental management system is not perfect. To this end, this paper putforward four suggestions: First, accelerate the economic growth of rural industry shift fromextensive to intensive, second is to strengthen the Town and Country Planning to shift fromquantity to quality-oriented, from the type of pollution into environmentally friendly; designscientific, rational planning function block layout; Third, to achieve the institutionalization of theenvironmental management system, the rule of law, improve the decision-making system,personnel system and reward system; Fourth, rural community environmental culture, nurture andenhance the rural grass-root scadres, township entrepreneurs and awareness of environmentalresponsibility and sense of participation of the majority of the residents.
