The government procurement of China began with the pilot in Shanghai in1995, and thenprogressively spread. In the year2001, when China joined the World Trade Organization (WTO),we promised to join the Agreement on Government Procurement and open our governmentprocurement market. As a result, we will be faced with the serious problem of how to manage thegovernment procurement market and how to protect the interests of domestic enterprises. In2003,the promulgation of Government Procurement Law of the People’s Republic of China marked anew stage in the standardization and legalization of China’s government procurement managementwork. Due to the lack of practical experience and the incomplete government procurement law,there will be certain difficulties in the management of government procurement. China’sgovernment procurement, still at its early stage, needs development and perfection, also themanagement of government procurement needs to be widened. The government procurementexpenditure is a part of government’s public expenditure, and the management of governmentprocurement is one of the government’s management functions, so advancement in themanagement of government procurement is not only the need of the construction of thegovernment itself, but also a contribution to the standardization the government management andmaintenance of public interest. Saving the cost of procurement is one of the goals theimplementation of government procurement. With standardized the government procurementmanagement, we can strengthen the financial expenditure management. The perfection of thegovernment procurement management contributes to the improvement of public services forinfrastructure construction and the efficient use of finance capital. Government procurement,characterized with open, fair, fair, is a sunshine project and has important significance to theconstruction of a clean and honest administration.The contents of the research are as follows. The government procurement has multiple goals, and some goals may conflict with each other, so we need to manage the tendencies and balance at different times, indifferent areas,. To solve the conflict, we need laws, regulations and a practical basis, providing uswith clear selection when conflicts occur. With clear goals, we should strengthen the institutionalsettings and functions of our government procurement, arrange the government procurementprocess, and manage procurement with modern technology. At the same time, we should alsostrengthen the management of the government procurement practitioners and improve themanagement.
