With the rapid development of economy, the growth of total energy consumptionin Gansu Province has progressively accelerated; the environment problem isincreasingly serious since the great development of the west. Correct understanding ofthe relationship between the energy, economy and environment, as well as the factorsaffecting the change of energy consumption and environmental pollution in Gansuprovince is theoretically and practically significant to the sustainable development ofenergy, economy and environment in Gansu province.Based on theories, the relevant domestic and international research about relationbetween energy, economy and environment is discussed; we analyzed the status quoof energy consumption, economy growth and environmental pollution of Gansuprovince, and applied the Co-integration Tests, Vector Error Correction Model,Granger Causality Relationship Test and Variance Decomposition Method to examinethe interactions and characteristics of energy consumption, economy growth andenvironmental pollution in Gansu province, and utilized factorization method toanalyzes the factors affecting the change of energy consumption and environmentpollution in Gansu province. The principal researches include:(1)There is a long-term equilibrium relationship between economic growth andenergy consumption, but it is very weak and the beneficial relationship between themhas not been formed; and it exists the one-way causality between energy consumptionand environmental pollution, economic growth and environmental pollution, energyconsumption and economic growth have significant positive effect on theenvironmental pollution, and the effect is increasing, but it is difficult to reduce theenvironmental pollution in the short term for Gansu province.(2)The scale effect and structure effect of economic growth tend to increase theenergy consumption with the main contribution from scale effect, and the technologyeffect tends to reduce the energy consumption, and for all kinds of energyconsumption as well. (3)The scale effect and structure effect of energy consumption tend to increaseindustrial waste gas emission with the main contribution from scale effect, and thetechnology effect tends to reduce the pollution. Scale effect has a major impact on theincrease of industrial waste SO2, industrial fume and industrial dust while structureeffect contributions much less to it. Governance effect and clean technology effecthave impact on reducing the industrial the main waste gas pollution, of which thegovernance effect on them is higher than clean technology effect.
