Though human capital theory is lately formed, it has become one of the important theoretical tools for research in economic growth and industry since the1960s. This theory plays an important role in explaining economic growth and capital inputs. Through having incorporated human capital into the economic growth model, human capital theory reasonably explains why the rate of economic growth has increased faster than that of physical capital investment, which has been recognized by the majority of the scholars all over the world. The theory of human capital investment has also become a bridge between the theory of human resources and human capital theory. And the human capital investment theory has also become a bridge between human resources theory and human capital theory.China has entered the important stage of economic transformation. In order to move towards the road of sustainable development from the world’s workshop, we are positively developing high-tech industries, which have become the trend of times. And developing China’s software industry is vitally significant for protecting the natural resources and the environment, promoting economic growth and solving the problem of employment. As a dominant nation in the world’s software industry, India not only has geopolitical and demographic similarities with China, but also is as a developing country as China. Therefore, its experience of industrial development and related education can be used for references by our country. Furthermore, in the special period of China’s economic transformation, learning related development experience of India software industry has positive meaning on China’s software and BPO industry.This paper mainly consists seven parts, and begins with the developmental origin of the human capital theory. Through studying the India’s overall situation of human capital and analyzing the situation of human capital investment in software industry, combining with the comparative study between the development of China’s software industry and the related education system, this paper has drawn related conclusions of the above. On the base of these conclusions, this paper points out experience that China can learn from India in developing the area of software industry.The results show that, the human capital investment, especially educational investment, plays a significant role in promoting the development of the industry. At the same time, this paper makes a list of experience that China can learn from India in the investment of software industry and related education, which makes this paper have the practical significance.Based on this study, this paper has proposed the following suggestion on human capital investment of China’s software industry development. They are:1. Changing the concepts of education, and vigorously cultivating vocational software talents;2. Scientifically demonstrating, and emphasizing on curriculum development;3. Improving the students’ hands-on ability and Practical ability;4. Comprehensively improving the quality of vocational software personnel.
