In the beginning, this paper summarizes the domestic and foreign literatures whichrelated to the development of Luoyang peony flowers. There are many foreign anddomestic researches on Luoyang peony industry, but we find few works to explore fromthe perspectives of export competitiveness, so this paper tries to make a breakthroughfrom this point. At first, this paper analyzes the present situation of peony industrydevelopment at home and abroad, and focuses on a full analysis of the plant of Luoyangpeony industry status, its present situation of industry development and the export statusof flower industry. By comparing the export data and production resources betweenLuoyang and Heze which has a large domestic export, we find in Heze there exists alarge number of small-scale peasant economy with the characteristic of low productioncost, low price, low product quality. Although the export volume of Luoyang is small,but the price and product quality is slightly higher. In addition, Luoyang has capabilitiesin natural condition, cultural resources, and professional technical, so it should have ahuge advantage in export. From the overall, if Luoyang wants to upgrade its exportcompetitiveness of peony industry, there are many problems to be solved in suchaspects as science, production organization and market. Therefore, according to theproblems, this paper puts forward the science and technology strategy, industrializationstrategy, market strategy and international strategy to upgrade the exportcompetitiveness of Luoyang peony industry. Firstly, through increasing the investmentin science and technology and establishing the peony product patent system ofinnovation to improve science and technology level of peony products; Secondly, relyon the leading enterprises, promoting the "company+base+peasant household"production mode and the socialized production and specialized division of labor toimprove the industrialization level of peony in Luoyang; Thirdly, on the basis ofperfecting market rules and regulations, taking the market demand as the guide,increasing propaganda and communication at home and abroad, implementing the brandstrategy to expand the peony products market; Fourth, by actively participating ininternational division of labor, improving the quality of peony products and changing the structure of export products to optimize the international environment. At last,through the tangible force of market and intangible force of government, we can trulyupgrade the export competitiveness of Luoyang peony industry in combination ofbooming Luoyang peony by science and technology strategy, expand Luoyang peony byindustrialization strategy and popularize Luoyang peony by band strategy. |
