With the competition in construction industry becoming more and more fierce,construction enterprise must produce construction products that can fully satisfy theneed of the owner, while reducing the cost to increase the profits of the constructionenterprise. Quality Cost, which constitutes the total project cost, hasn’t been paidenough attention by the management of the construction enterprise,which seriouslyreduce the profit of the construction enterprise and waste can be found everywhere.According to this situation studies on quality cost management has an importantsignificance.Firstly this dissertation analyses the “Muda” in quality cost based on quality costtheory and Lean-Thinking, and the relationship among quality, cost and schedule of theengineering project. Secondly this thesis analyses the factors that could influence thequality cost level from owner, designer, supplier, construction enterprise and supervisor.Thirdly this paper set up lean management system of quality cost. Construction productquality chain could be integrated by “Dynamic League”. Quality cost could be reducedin three layers of the quality chain. First layer is quality chain layer. Factors that haveimpacts on quality cost in design process could be controlled by owner defining qualitylevel and lean design management. Influencing factors in purchase process can beremoved by lean JIT mode. Second layer is construction layer. The protection cost andappraisal cost could be controlled by Target Costing. When failure cost was considered,we should first evaluate the significance of the influencing factors by BP neural network,by which the most important factors could be gained. Then the most important factorscould be controlled by Modularized Construction, Pull Control System,“Kanban”Management, JIT construction, LPS and Standardized Working Procedure. The lastthing which should be done is repetitively executing former procedure, until the quality cost was totally removed. The third layer is construction site layer. Quality cost whichwas produced in working can be controlled by “5S”Management.Lean Quality Cost Management can thoroughly remove the quality cost whichcould improve the profit level and competitive ability of construction enterprise. So leanquality cost management has an extremely important applied value.
