Research On Rural Land Circulation Transaction Costs And Reduction Ways

Rural land circulation is helpful to improve the land use efficiency, activate landresource economy elements value, make resources into capital. So as to achieveagricultural moderate scale operations, reduce production costs, develop modernizationof agriculture, increase agricultural operating efficiency and accelerate the farmers toget rich. In the eighteenth national congress of the party’s report, encouraging landcirculation and training of small-scale farmers are the potential for future agriculturalproduction. Although the land circulation is in full swing, the high transaction costs isstill one of the factors that hinders its smooth development.According to the problem of high transaction costs in the land circulation, thispaper which based on the field survey data analyzes the following matter: First, itdesigns influencing factors index system about agricultural land transfer transactioncosts based on the Williamson’s transaction cost analysis paradigm, analyzes theinfluence about uncertainty, trading frequency and the level of specific investments.Through factor analysis, the results show that the main factor that affect transactioncosts extracted from the25indicators: the number of family labor, households’endowment, agricultural land conditions, the number of available devices, uncertainbehavioral, uncertain information, the smooth degree of transaction affect transactioncosts in varying degrees, and the number of family labor owns higher proportio. Second,the paper analyzes analyzed the core part of transaction costs in the rural landcirculation—the special investment level by the incomplete contract model. Researchshows that, land into the inflow side obtains the remaining investment decision-makingpower to improve land quality in the case that implement agricultural land qualityimprovement, the specific investment level is higher than the outflow side for quality improvement and dedicated level of investment in the non-integrated case. The level ofspecific investment is expected to reach a reasonable which would be conducive to thesustainable use of agricultural land. At last it based on summary of the pros and consabout land banks, land trusts and land shares in the cooperative on the measures toreduce transaction costs, the paper put forward a method to solve this problem—buildfarmland transfer service platform, analyzes the construction, mechanism and functionof farmland circulation service platform, elaborates the two typical farmland circulationservice platform mode: rural land circulation trading platform which set up by thegovernment, and farmers professional cooperatives,and puts forward some feasiblepolicy suggestions for the construction of service platform.An research on rural land circulation transaction costs and reduction ways gives alearning value for improving the income of farmers and promoting the circulation ofagricultural land.It also provide a reference for improving the circulation of agriculturalland institution-building.
