The Research Of The Policies About Shanghai Industrial Circular Economic Development

On the eighteenth National Congress of the Communist Party of China(CPC), it is clearly put forward that construction of ecological civilizationand beautiful China shall be accelerated, which demonstrates CPC’sdetermination to promote circular economy and low-carbon economy.Shanghai has a very important position and role in national economicconstruction and social development; at the same time, Shanghai is a highlyindustrialized city but short in resources and limited in environmentalcapacity. In the process of reform and opening up and economicdevelopment, the city environment continues to decline and the ecologicalsystem degradates. If industrial circular economy is well developed, theefficiency of resource utilization in Shanghai can be improved to catch upwith the international advanced level, and the efficiency of economic growth will be enhanced, moreover, better environmental and ecologicalbenefit can be achieved, so that Shanghai will become suitable for people athome and abroad to live for its enhanced attractiveness. Therefore, as themain position in development of circular economy, it is necessary forShanghai to actively explore and practice in depth in the industrial field toplay a role model and guide in the national scope.Circular economy, also known as material closed-loop flow ofeconomy, takes industry as its core and focuses on industrial substancecycle. It reconstructs economic system according to the law of materialcirculation and energy flow in natural ecological system, takes the efficientuse of resources recycling as the goal, regards "reduction, reuse, recycle" asprinciple, and emphasizes maximize utilization of material resources andminimized pollutant emissions. It starts from clean production, andgradually involve in the whole process including production, utilization andconsumption, to be a sustainable production and consumption pattern.Circular economy is policy-and-system driven, which means, in order toeliminate obstacles to realization of circular economy, policy and systemmust be taken as priority. Corresponding policies shall be established andperfected to promote the ability of circular economy development atdifferent levels, which can guarantee to realize circular economy. China is still in its initial stages of circular economic development in the industrialfield; although many policies have been proposed to promote resourceconservation and improve resource utilization efficiency and resourcesrecycling since the introduction of reform and open policy, however, thesepolicies have overall seriously lagged behind the development of China’seconomic cycle industry; at the same time, these policies fail to beintegrated into industrial circular economy policy system.Therefore, this paper studies circular economy and its related theories,and comparatively analyzes policies and practical experience in industrialcircular economic development in developed countries as well as necessityand advantages of Shanghai industrial circular economic development, andthen points out the current status and shortcomings of policies aboutShanghai industrial circular economic development. Then accordingly, thispaper put forwards establishment of policy systems including basic policies(regulations guarantee system) and core policies (supervision andmanagement policy, science and technology policy for support,industry-supporting policy and taxation policy), to build the industrialcircular economy development area of Shanghai. This paper can bereference for further implementation of Shanghai industrial circulareconomy, with certain theoretical and practical significance.
