Industry is the dominant of national economy, the industrial economic development leveland the level of operating efficiency is decided with other industry department and even theentire national economic development level and the level of operating efficiency. Industryeconomic operation is in pursuit of efficiency as the center, only if building a resource-savingand environmental protection industry system, accelerating industrial development model ofcomprehensive transformation, achieving with as little as possible environmental cost andminimum energy and resource consumption, obtaining the maximum economic benefit ofdevelopment. After the western big development, Xinjiang industrial economy has developedrapidly. Until2008the second industry is the largest proportion (approximately50%) inXinjiang three industry structure, and the industry economy is in the main of heavy chemicalindustry. With the industrial production activities on the resource consumption and pollutantemissions have been increasing in Xinjiang, the restriction of resource and environment arebecoming the bottleneck for the sustainable development of Xinjiang industrial economy.Based on analysing the resources and environment constraint of Xinjiang’s industrydevelopment in present stage, this paper used the three stage DEA-Malmquist method,measured and decomposed Xinjiang industrial economic efficiency from1994to2008,comparativly analysised the differences of economic efficiency under constraints of resourceand environment, further researched the mechanism of improving industrial efficiency, inorder to scientifically understand the advantage and weakness of Xinjiang industrial economicefficiency, correctly grasp the trend and the law of the change of industrial efficiency. On thisfoundation, the paper put forward to various policy measures for optimizing and improvingthe Xinjiang industrial efficiency. |
