The Industrial Transformation Of Gannan Under The Resource And Environment Restriction

Gannan Tibetan autonomous prefecture in Gansu province ranks in the northeastern part of Qinghai-Tibet Plateau, which is an important water conserving area in upper reaches of Yangtze and Yellow rivers. However, as a result of natural and man-made factors, the problems of the livestock, pastoralists and pastoral area are becoming increasingly serious. It is urgent to change the traditional mode of economic growth, promote industrial transformation and build a new harmonious pastoral area.The main contents of this Paper as follows:First of all, the author briefly explained the background, perspective and train of thought in this research, sorted out the current study situations of industrial transformation and ecological early warning at home and abroad, introduced the relevant theories of industrial transformation and the research area's profiles; Secondly, on the basis of discussing the evolutionary trend of the industrial structure and ecological environment, the author analyzed the coupling relations of the animal husbandry and grassland degradation in the same time, calculated the ecological impact index of the industrial structure since 1980. Thirdly, the author established an eco-industrial early warning indicator system and model in this paper, evaluated the ecological impact of Gannan's industrial development. Fourthly, the author had given some recommendations about Gannan's industrial transformation under the resource and environment restriction. The last part is the conclusion, lack and prospect.The main conclusions of paper as follows:(1) The industrial structure in Gannan has the problem of virtual sophistication, low degree in industrial specialization, and poor efficiency. The industrial competitiveness in this region is lagging behind in China's ethnic minority regions.(2) The ecological security situation of Gannan is bad, which lacking stable and healthy functioning ecological environment base. Therefore, Gannan's industrial transformation should put the curbing ecological degradation of the environment and the safeguarding ecological security as a starting point.(3) There exists a strong coupling relation between industrial development and eco-environment in Gannan.(4) The industrial development in Gannan will remain strong stress on the ecological environment of coercion in the next few years, it is necessary to promote the industrial transformation under resource and environmental constraint.(5) Gannan should build an eco-industrial system centering on modern animal husbandry to provide diversification of livestock-based career mode for the majority of pastoralists.
