With the development of the third industrial revolution, IT industry based on the Internet has entered a rapid development period. IT industry has a completely different mode of operation from the traditional industry because its characteristic of knowledge and technology intensive, The project has become the main business of the IT industry, software development become the main business of IT enterprises. Relying on the project, setting up a software development project team is a common practice in IT enterprise at present. The software development project team consists of knowledge workers, the organization also has become a complex project from the original simple function teams, through communication and studying with each other between team members, to realize the dynamic management. Therefore, to dig out the affecting factors of the high performance of software development project team competency, excitation project team member’s enthusiasm, and strive to create value for the enterprise, become the key factors of IT enterprise software development team to get success. However, the current research on competency mainly focus on the individual level, research on team competency study is lack, and study on the competence of IT enterprise software development project team is less also, so this research makes the IT enterprise software development project team competency has a very important theoretical and practical significance.This paper tries to analyze the research based on existing project team, using the related theory of competency and competency model, analysis of data for exploratory factor analysis and confirmatory factor from IT enterprise on-the-spot investigation, set up a competency model of IT enterprise software development project team, Including eight factors:professional knowledge and skills, team thinking, communication and coordination, team learning ability, positive initiative, leadership, goal commitment, experience.The model is applied to the team member recruitment and allocation, training and development, performance and salary management, project team members occupation career planning etc..
