The low-rental housing system is a popular public policy adopted by the government of every country worldwide to safeguard residential welfare, and a kind of social assistance to solve the housing difficulty of urban low-income families. The authors studied current status and development trends of housing security systems worldwide, and analyzed current status and demand characteristics of low-rental house construction in Nanning city by means of literature review, case study, questionnaire survey and site investigation. The low-rental housing policies and systems implemented in developed countries such as the United States, France, Canada, Singapore, Japan, etc. are different, but what are common is that they stem from the people-oriented idea and market economy requirement, and play important roles in promoting economy development and maintaining social harmony, while providing houses to citizens and improving residential environment is taken as a basic national policy; they are generally successful. China’s low-rental housing system is one crucial part of social security system, and the State of Council and Ministry of Construction have launched a chain of low-rental housing policies at a row since1998. At present, there are four modes of construction development during domestic low-rental house construction, i.e., Changchun, Tianjin/Guangzhou, Qingdao, and Shanghai/Chengdu. According to related national requirements, Nanning city is now striving to improve its housing security system and implement low-rental house projects with great efforts.This paper employs planning and design method to make detailed analysis of the first high-rise low-rental house project in Nanning city-Bianyang Street High-rise Low-rental House Project in terms of land layout, traffic system, public service facilities and auxiliary facilities, applicant requests and house type, project operating management and rental level, industrial development and employment; and put forward improvement suggestions for existing issues. Based on case study, the authors further put forward countermeasures for low-rental house development in Nanning in aspects of planning and design, and of policies and systems, which provides decision-making support and reference opinions for governmental authorities during policy making and project implementation.
