In recent years, The area seized the opportunity of opening to the other countries, made full use of the foreign capital, introduced advanced technology and management tools, expanded foreign trade, promoted the industry agglomeration and the economic development of the west coast of Qingdao, and played the role as the window of the state-level economic and technological development zones.However, since China’s accession to the WTO, the situation of domestic and international has changed constantly, especially after financial crisis of2008, the Qingdao economic and technological development zone encountered the bottleneck.The financial crisis resulted the investment was very difficult,the foreign trade continued to decline, and the industrial division of labor was also changed.For example,some capital intensive and technology intensive industries of developed countries began to transfer to the developing countries; The climate problem makes China face more and more pressure,which demands the Qingdao economic and technological development zone to develop the low-carbon economy and circular economy. Moreover, the situation of domestic is also grim. The domestic economic restructuring, technological innovation, and transformation offered a series of opportunities for the Qingdao Economic and Technological Development Zone. In2011, Shandong Peninsula Blue Economic Zone became the national strategy. And Qingdao became the core strength of the Shandong Peninsula blue economic Zone due to its geographical advantages. As a result, the country gave great care and help, which brought a good opportunity for the transformation and upgrading of the area. Moreover, the12th five-Year Plan of Qingdao is based on the theme of scientific development and regards changing the mode of economic development as the main line. The plan pointed the direction of the area’s future development. Qingdao Economic and Technological Development Zone experienced nearly30years had a good economic foundation, industrial foundation, urban construction foundation and social foundation.
