An Exploration Of Basic Medical Insurance Mode In Qingdao Abstract

Among the risks faced by the human, the risk of disease is involved in a wide range of complex, diverse and serious harms, which is directly related to the special risks of human survival. The medical insurance is a basic social security. Residents of any country are facing the risk of disease and medical services, health insurance and other issues concerning the risk of disease. A person, during his lifetime, is able to escape the risks of unemployment and accidental injury, but he can’t escape the fate of becoming old and being sick. Therefore, many countries formulate the related provisions for enhancing their citizen’s health in their Constitution. The specific objectives and principles are put forward and the social medical insurance system is established. The basic medical insurance implemented by government covers all the people, which is of vital importance to the development of the modern society and respects the fundamental rights of citizens. The appropriate social medical insurance system guarantees the health status of residents, and the improvements of citizen’s living standard as well as the boost of social and economic development. This article, by analyzing the cases of urban basic medical insurance management in Qingdao, sums up the basic pattern of urban medical insurance in Qingdao, and conducts some theoretical researches.First, based on the research achievements at home and abroad on the management of health insurance, this article has clear purpose and profound significance to put forward its basic idea, research methods and framework and content. Second, it gives an overview to the Qingdao urban basic medical insurance, which includes basic medical insurance system framework and key policies for Qingdao urban workers and residents. Third, it summarizes the Qingdao urban basic medical insurance mode and the successful experience. Over more than10years’ practice of management in the past, based on "three directories, two designated and one settled way "as the core, the urban basic medical insurance management mode in Qingdao has enjoyed a rapid increase in its coverage, a constant enhancement in medical protection, and steadily improved the medical insurance benefits and the medical insurance management policy system. Fourth, on the basis of the summary of the Qingdao urban basic medical insurance mode and successful experience, the author brings forward the problems of and recommended suggestions to Qingdao urban basic medical insurance. The government should continue to improve the method of payment to achieve a stable operation of the health insurance fund, promote medical co-ordination and speed up the transference of medical insurance to the community. It also should to conduct an exploration to improve various mechanisms to reduce the expenditure of fund and strengthen the integrity construction of medical insurance.By analyzing the urban basic medical insurance mode in Qingdao, this thesis will further promote the medical protection work in Qingdao so as to play a more active role in safeguarding the rights of the insured people and promoting the city’s economic development and social stability.
