Since the eighties of the last century, China’s central government and local governments at all levels have set up a number of state-owned investment company, specializing in investment in infrastructure and other industrial investments, adapt to the needs of the national economic system, market-oriented reform of investment and financing of,the layout of the regulation of the national economy and promote local economic development and played an important role. However, state-owned investment company since its inception in itself there are various deficiencies, including the unsound management system and corporate governance structure, the field of investment limitations relative backwardness, human resources management, audit monitoring system is not a complete lack of financing channels and financing capabilities and so on. Accompanied by the turmoil of China’s state-owned assets management system to promote and international economic and financial patterns, the external environment of the state-owned investment company, is also undergoing profound changes. The Yantai Chengyu Investment Co., Ltd. as one of the major state-owned investment company in Yantai City, the face of the problems and challenges faced by the internal conditions and external environment, we urgently need a set to adapt to the development strategy of its own conditions.In this paper, based on learning theory absorbing domestic and foreign strategic management research, combined with China’s state-owned investment company common Yantai Chengyu Investment Co., Ltd. all aspects of organization and management, resource conditions, ability, PEST Analysis of the macroeconomic environment, includingpolitical environment, economic environment, social environment, technological environment, a model to study the competitive environment through Porter’s five forces analysis, SWOT analysis, study its strengths, weaknesses, opportunities and threats. Investment Co., Ltd. in Yantai Chengyu, margin analysis of their own situation on the basis of corporate governance, investment operations, human resources development, capital operation aspects of the regional alliance tailored for a set the operability of development strategy. The article also recommends Yantai Chengyu Investment Limited starting from the introduction of strategic investors, the establishment of a new system of supervision, strengthen the building of human resources, the establishment of a comprehensive performance management indicators, and create a harmonious and progressive corporate culture, for the effective implementation of development strategies effective support and protection.
