After27years’development, the National Economic-Technological Development Zone has developed into industrial agglomerations, major economic indicators of growth is much higher than the national average growth rate, and the National Economic-Technological Development Zones create the country3.55%of GDP with0.005%of the country’s total land area, some of them have become an important growth pole in a regional economic development. Industrial agglomeration is the main geographical characteristic in economic activities as a new form of industrial organization, especially in terms of cost savings, knowledge spillovers and so on, and the resulting effects of Industrial agglomeration play more and more important role in regional development and economic growth. China is currently in the implementation of industrial agglomeration strategy to establish industrial parks and development zones, trying to achieve industrial agglomeration by this way. This approach ignores the essential characteristics of industrial agglomeration, many Industrial clusters do not develop into industrial agglomerations. This paper applies Western research methods with manufacturing industrial agglomeration of Chinese economic-technological development zone, trying to find the law and trend of the development economic-technological development zone, and explains steady economic growth in terms of industrial agglomeration.The rate of the manufacturing sector’s contribution to the industrial output value of economic-technological development zone reaches78.2%. This paper selects manufacturing industrial agglomeration as research object, learns home and abroad gather theory, based on the agricultural cluster studies, and uses Potter’s ’diamond model’ to make specific analysis of the conditions of manufacturing industry cluster, economic growth and industrial agglomeration situation of Qingdao economic-Technological development Zone from the six influencing factors. Then the paper establishes two indexes of industrial output methods area bit and employment personnel area bit to measure the agglomeration degrees of manufacturing sub-industry. The result shows that technology-intensive manufacturing cluster is greater than the capital-intensive and labor-intensive manufacturing degrees. The thesis uses gray relational analysis method to calculate the gray relational degree between the manufacturing industry and regional economic growth and demonstrate industrial clustering-growth effects of manufacturing industries. Finally, this paper judges dynamic measurements of industrial agglomeration of economic growth and proposes appropriate policy recommendations based on the research results.Research results find that there exists big correlation between the manufacturing industry agglomeration and economic growth. Through estimating the degree of concentration, we find that our traditional manufacturing industrial agglomeration of labor-intensive industries shows a downward trend while concentration degrees of the industry technology and capital-intensive industries render upper trend. This shows that manufacturing sectors of Qingdao economic-Technological development Zone have completed "Metamorphosis" from extensive development to intensive development. By impulse response analysis we find that the effects of industry cluster on the economic growth will exist for a long time and the development of industrial clusters has a significant effect on the economic growth of the Qingdao Economic-Technological Development Zone. However the lag periods of different industries with different concentration degrees to GDP are different. In general, industry with higher concentration degree has significant effects on GDP growth while the effects of industry with lower industry agglomeration on GDP growth effect are not obvious, but the increase of concentration degree will lead to obvious effects on boosting the economy in a long term. The long-term stability of higher clustering industry is weaker than that of lower clustering industry. Therefore, we need to integrate resources effectively and focus on the development of industries with advantages; further deepening specialization and division of work to achieve scale economies; increasing support of regional human capital to enhance capability of regional technology innovation; giving full play to the government functions to establish of regional innovation mechanism and showing imbalance trend of inter-regional development, because provinces and cities with strong agglomeration advantages are still few; strengthening cooperation between the national economic and technological development zones.
