Nowdays,with corps urbanization process accelerating, with the level of urbanization improving, smalltowns become the core growth pole of crops economy development,especially, which are main means ofpromoting farming and animal husbandry corps economy development, which are accepted by thecommunity. If the corps wants to realize leaping development and long period of stability, development ofsmall towns is inevitable trend and important symbol of achieveing agricultural modernization. Theconstruction of small towns is an important opportunity of accelerating corps urbanization process,widenning the farmers’ income channel, improving the living and production conditions of farming andanimal husbandry farms, perfecting crops development system and mechanism; meanwhile, theconstruction of small towns is an important way of implementing the scientific concept of development,balancing urban and rural coordinated development strategy and important way to solve the sannong（ruralarea, agriculture and farmer）issues.This paper analysises background of corps divisions development of small towns and appraises thelevel of urbanization in order to point out the existing problems during development, what’s more,putsforward the keys of solving problems, exploring an road which suits development way of small town forfarming and animal husbandry corps’ condition. In the empirical side, the paper regards the regiment1ofthe division1as object for research, From the dimension of the construction of small towns of the regiment1to the construction of divisions and the regiment1,research specifically appeared problems of urban andrural economy,the present situation of urbanization process during development of small towns, abovewhich puts forward recommendations and opinions of small towns development of the regiment1.This paper is divided into six parts:The first part is introduction.It describes mainly the background and significance of the establishedtitle, domestic and international literature review on the development of small towns, then put forwardresearch methods, the content framework and innovation of the article.The second part is about overview of the relatived theory of development of small towns. It eleboratesmainly the concept of a small town, the course of the development of small towns, as well as the basictheory of the development of small towns.The third part is about overview of farming and animal husbandry corps of development of smalltowns. It describes mainly present condition of development of small towns of farming and animalhusbandry corps as well as the future trend of development; and evaluates urban development power of thevarious divisions of corps by using proportion of urban population and urban growth momentumcoefficient index; at the same time, analysis systematically development of small towns of various farmingand animal husbandry corps of the division1.The fourth part is about problem analysis of the development of small towns of new mission field the regiment1of the division1. By analyzing the status of small towns of the regiment1, and comparing thecorresponding data,the part finds the key issues of restricting the development of small towns of theregiment1and analysis carefully these issues.The fifth part is suggestions about the development of small towns of new mission field-the regiment1of the division1. It puts forward related suggestions by combining with actual situation of the regiment1for the fourth part of the problem.The sixth part is conclusion. It draws a conclusion by analysisingthe article.
