Since the founding of New China, China’s collective forest right system has experienced several changes, after several adjustments of the "sub-systems","release and received", the planned economic management model has always been in a dominant position.It has never resolved the issue of property rights of the peasant masses of woodland and forest, what’s more,the farmers did not become the true sense of the business entities, collective forest land is also not fully become the production of farmers, the collective forestry did not become an important channel of the employment of farmers’income, the relations of production can not meet the development of the productive forces of law and economic and socialthe development of the objective requirements of the collective Forest collective woodland forest property rights are not clear, and business entities are not implemented, the operating mechanism is inflexible, unreasonable distribution of benefits such as the universality of the problem, has seriously hampered the development of forestry. Reform is the fundamental way to promote forestry development, the central and leaders of relevant departments attach great importance to the reform of collective forest right system.
