Our country’s current pension insurance system is set up for supporting the basiclife for the people who reaches the retirement age stipulated by the state, or for thepeople who lose their labor ability and unable to continue their jobs. The insurancesystem can only meet the daily needs for the elder people after their retirement. It isfar to meet the needs of caring the very old people with dementia or unable to takecare of themselves. More and more people found that once the elder people at home isbedridden or suffers from Alzheimer’s disease that needs continuous care, their familywill face to an aggravated economic burden. What’s more, it will be very difficult forthem to hire a nanny during the Spring Festival or other traditional holidays. Thenannies are not qualified regarding to the professional nursing knowledge or skills.With the more and more serious aging problems, these will trouble the families with4-2-1form in the coming10years. Family is the cell of the society. If there are a largenumber of unstable families, it will lead to an unstable society. The state needs tomake a practical solution for solving the elder people caring problemsmacroscopically,It is the human nature that the parents love their own children. However, caringfor the elder people is not so easy so that it can be a manifestation of social progress.This essay proposes a caring insurance system for the elder people set upcompulsorily by the government. The insurance system makes it possible that theelderly people suffered from Alzheimer’s disease or other disabilities, can enjoy thebasic caring services. It is proposed through the research of the pension system ofsome western countries which have been already facing the aging problems for years,such as European countries, America and Japan. It is also combined with thedevelopment trend of social economic status and the aging problems of China.According to this system, the caring insurance foundation will be set up throughpersonal participation as well as the central and local government financialparticipation. It has a strict classification for different nursing services subsidy for the old people with dementia or unable to take care of themselves to decrease thefamilies’ economic burden. It also encourages the combination of socialization andmarketization in the elder people caring services area. It will establish a professionalrating system to assess all the agencies and nursing staffs, Once the insurance systemset up, it will be a very important mark which shows superiority of the socialistsystem.
