Human capital investment to the farmer takes off deficient to plays a very important role, which is composed of human capital itself has the features and functions of the decision, it can improve impoverished population health stock, stock of knowledge, and provide sustainable livelihoods, and contains the concept of development.2. Stage of Fujian province has been in the development of human capital in the countryside for a larger investment, has also made remarkable achievements, with the process forward, has shown the following characteristics:local talent to become the main force of prefectural region economy; science and technology correspondent mining in less-developed regions human resources; expert services group set up in collaboration. Bridge; the transfer of rural labor force to greatly accelerate the speed; rural labor flows mainly the coastal city.3. Fujian Province in education investment, training investment, health investment and investment flows exist some problems. In the educational investment problem mainly for small scale and efficiency is not high; in terms of training the existence of the imperfect system problem; in health investment performance for small scale of investment, this very much depends on the degree of farmers and the government over its degree of attention; in the current investment is insufficient, farmer investment channels is not clear. 4.
