Agriculture is the primary industry of the national economy. The development ofagriculture can improve the living standard of farmers and is important for the new socialistcountryside construction. Yangling is the center of agricultural science and technologyinnovation in China It provides an important reference and strong supports to thedevelopment of modern agriculture. Yangling Modern Agricultural Demonstration Park is acomprehensive park for modern agricultural science and technology. The StandardAgricultural Production Park has run for many years and brings many benefits to localfarmers. Many scholars from different angles confirmed the high yield and efficiency offacility agricultural production. However, the facility agriculture, especially the promotion ofhigh-tech intelligent greenhouse is still unsatisfactory. What hinder the development ofagricultural facilities? Does the development of facility agriculture bring the local peopleenough economic and social benefits? The article will start from related theories and researchthe economic meaning of the facility agriculture. Then use the DCF method to assess theeconomic benefit and social benefit\ecological influences of it, providing a theoretical basisfor its further development.Under the direction of theories of revolution of manufacture mode, project management,technology integrated and management integration, the papers will take the facility agricultureprojects in the Modern Agricultural Demonstration Park of Yangling for example anddiscusses the development trend and the features of facility agriculture by studying theresearches of domestic and foreign scholars with the relative data. Analyze the existingproblems of the development of facility agricultural projects in Yangling. Evaluate theeconomic, social and ecological benefits of Yangling facility agricultural projects and theexiting risks of the project. Then propose suggestions and references to the development offacility agriculture in China.The research showed that:(1) Facility agriculture is an new mode of agricultureproduction. It integrates with a series of advanced agricultural production managementmethods technology and comprehensively makes use of agricultural natural resources andsocial resources. It is an important way for industrial agriculture and standardized production development.(2)Using DCF method to estimate the economic benefits of the economicefficiency can directly reflect economic benefit of the project to the investor. However, thesale income of facility agriculture projects is influencing by the market fluctuations, naturalrisks. The output value and cash flow fluctuate frequently. Therefore, the accuracy of DCFvaluation could be low and cause deviation to the profitability analysis.(3) Through theanalysis of the index, we can see the facility agriculture project has brought economic andsocial benefits to the local people. However, compared to the general industrial projects, itsprofitability is still slightly lower. Infrastructure such as roads construction requires a highinvestment and brings more risks to investor. The government encourages the farmer todevelop the project through subsidies, which has great effects in promoting employment ofthe rural surplus labor force. However, in the case of entrepreneurial operation mode, the lowinvestment profitability and existing risk will influence its further development. The studyalso finds that the facility agriculture project is highly sensitive to the sale price. Most of theprofits stay in the sale part of the vegetable supply chain. As the perfection of the market andsupply chain, the profit of the project will be further enhanced.(4)The development of facilityagricultural projects can improve the living standard and production conditions of the ruralareas. The government should increase the facility agricultural subsidies. Reduce the prices offarming asset and expand the scale of it to reduce operation costs. Meanwhile, the supervisionof project construction should strengthen in the early stage of its development to protect theinterests of farmers. |
