With the loom large problems of agriculture, rural areas and farmers, rural regional devel opment research gets the attention of social from all walks of life more and more. Public parti cipation, as an important method of the study on rural development, has been applied in many fields, and it provides a new way of thinking to resolve the problem for hard-to-treat and far-r eaching rural environment. Therefore, we introduce the concept of public participation in the r ural environment management, and explore its intrinsic rules; this will have certain theoretical and practical significance.In this study we select samples for the general public from the first established pilot site in Fujian province-Xi Qin waterworks demonstration zone surrounding the water source in Yan ping area, Nan Ping city. Following the logic of cognitive, attitude, intention and behavior analysis framework, we analyze the willing and behavior of public participation in continuous improvement projects of rural environment, and to quantify the influence factors of continuous improvement by establishing the econometric model of public participation in the rural environment, explore the inherent law of public participation behavior in a particular area. Finally, according to the practical investigation and measurement results of the analysis based on the econometric model, we put forward improvement measures based on public participation in environment, and provide guidance and reference for the rest of the demonstration area and the whole rural environmental governance. This article is divided into five chapters:The first chapter:introduction. We expound research backgrounds and significance and sort research status quo of rural public participation in environmental governance, and then we have an explanation for the article research design, the study area and sample status, etc. and summarize the innovation of this study.Chapter2:theoretical basis and analysis framework. We have definitions to the related concepts, and introduce the theory of planned behavior and ABC theory, finally we build rural environment behavior theory model of the continuous improvement project with public participation on the basis of planned behavior theory, combined with ABC external variables in the theory’s influence on behavior.The third chapter:the present situation analysis to public participation in continuous improvement projects of rural environment. According to field survey data, we found that public participation willingness is high, but the willingness to pay is low. And the interests’ driver is the main reason affecting the public participation; low level of public environmental awareness, inactively participate in attitude, and the imperfect public participation mechanism, lead to low level of public participation.Chapter4:the analysis of the influencing factors to public participation behavior in continuous improvement projects of rural environment. We systematically analyzed the correlation of behavior and its related factors by using empirical studies method,, we get the three major path graphs for public involved in engineering willingness and behavior and find that public participation in the life garbage disposal behavior mainly by the influence of environmental protection facilities such as the external condition, and behavioral intention of expected effect was not significant; Public participation in sewage concentrated treatment is mainly influenced by cognitive and attitude variables, normal variable was not significant; Public participation in aquaculture pollution is influenced both by the cognitive variables, the influence of the attitude variables and normal variables. Individual characteristics willingness and behavior of participation also influence by cognitive variables indirectly.Chapter5:conclusions and policy recommendations. We summarize main conclusions and put forward policy recommendations according to the actual investigation and measurement results of the analysis based on public participation in environmental improvement measures.
