With the growing population and rapid economic development, the reduction offertility and mortality directly speed up the process of population aging. The aging of thepopulation will be insurmountable stage of human society. Currently, the aging of thepopulation has become a worldwide topic, China is a typical representative of developingcountries, the elderly aging population continues to deepen and the "old before gettingrich" phenomenon is particularly evident. China in economic development is not yet fullyenters into this stage of the aging of the population, is a major challenge for the futuredevelopment of our country.Liaoning Province as a typical representative of China has entered the aging of thepopulation, the degree of population aging is getting intensified. The study found that theaging of the population in Liaoning Province, with fast growth, aging,"empty nestphenomenon” is becoming more serious. With the declining birthrate in LiaoningProvince, the proportion of the elderly population show a continuous upward trend, it isbound to impact on the overall level of consumption of Liaoning Province. Theconsumption needs,spending power and consumption structure of the elderly populationhas a significantly different with other age population, Therefore, the increase in theproportion of the elderly population will have a significant impact on changes inLiaoning Province residents consumption level and consumption structure.The first part of this paper is a comprehensive introduction to the basiccircumstances of the elderly population in Liaoning Province, including the status of theLiaoning Province aging of the population in and the characteristics based on the currentsituation; The second part is the empirical analysis of the impact of an aging populationon the level of consumption in Liaoning Province, based in Liaoning Province in1990-2011data, Liaoning Province GDP, consumption, and other variables to deal with as thebase year to1990, draw negative correlation between the aging of the population and thelevel of consumption in Liaoning Province; The third part is the system analysis tochanges in the urban’s consumption structure and rural residents’ consumption structurein Liaoning Province and consumer demand of elderly population from2005to2011, the special needs of the elderly population in health care, mental culture,social services andclothing is increasing. Then using a gray relational analysis method to study theinfluencing factors of the Liaoning Province elderly population to the consumptionstructure, so as to arrive faster consumer spending growth in household equipment andservices, housing and education, culture and entertainment service needs of the elderlypopulation., proportion of consumer spending in the healthcare services and clothingneeds is a downward trend; The last part to discuss the countermeasures to optimize theconsumption of the elderly population in Liaoning Province and consumption structurebased on the basis on the earlier analysis. First improve the income of the elderlypopulation, which is an important prerequisite to promote the consumption of the elderlypopulation, but also in order to be better able to improve the life quality of elderlypopulation in Liaoning Province. Second, we must be appropriate to relax the fertilitypolicy, and thus improve the Liaoning Province elderly population to ease the pressure ofthe bottom of the population pyramid contraction. Third, accelerating the improvement ofhealth care reform, and thus to guarantee the years of life quality of more advanced ageand the disabled elderly. Finally, strengthen the pension services industry, the physicalcondition of the elderly population will continue to decline with increasing age, socialand family to take on the responsibility to care for the elderly, and to accelerate thedevelopment of old-age industries, to make elderly life more comfortable and at ease.
