The F-SCP Paradigm Analysis Of Financial Support For Photovoltaic Industry Development In China

With the traditional energy approaching exhaustion and serious environmental problemsarising, China must develop the solar photovoltaic, the representative of the new energyindustry, as the way of sustainable development.This is an important strategic significance forChina to develop strategic emerging industries, adjust energy structure, ensure energy supplyand construct low-carbon society.In order to promote the development of photovoltaic industry, in view of theparticularity of the photovoltaic industry in China,this paper summarizes the theory ofindustrial organization and the use of SCP paradigm in China,and introduces financial andtaxation policies as endogenous elements,attempts to build the F-SCP analysis paradigm aboutsupporting photovoltaic industry with financial and taxation policies.This paradigm isFinancial Support-Market Structure-Market Conduct-Market Performance.This paper firstly deduces and builds the F-SCP analysis paradigm as the basic logicalframework,then following the logic of the F-SCP analysis paradigm, analyses marketstructure, conduct and performance of the photovoltaic industry in China with empiricalmethods,to find out the problems of photovoltaic industry in China;then adopts financialsupport as the logical starting point and industrial performance as the logical end, analysesfinancial support subject is how to promote the industry directly or indirectly through marketstructure and conduct.After that the article uses the listed photovoltaic companies in China assamples, selects the financial support, financing structure and financial risk which representthe elements of the financial support,adopts two-stage empirical method, analyses theefficiency of the financial support,and draws a direct impacting of financial support toindustry performance.Through analyzing the F-SCP paradigm,this paper sums up the F-SCPmechanism of financial support for the photovoltaic industry,with core of support path andsupport efficiency.This paper draws out the main conclusions that the financial support for the developmentof photovoltaic industry in China also has the following problems: financial support body isinadequate, the direction of support is unreasonable,there is short of the financial and taxation support, and the efficiency of financial support, financial support elements have the irrationalstructure,the industry is facing greater market risk. Finally, offering the suggestions asoptimizing the structure of financial support,innovating financial support mode and enhancingthe competitiveness of the industry itself.
