Research Daming County New Rural Cooperative Medical Compensation Mechanism

Through the research and analysis of the six years’ implementation of the New Rural Cooperative Medical System (NCMS), together with the deep exploration of the further improvement in the compensation modes and ideologies in Daming County, the results we arrived at would provide references for the implementation of the NCMS in a national scope.One of the methods we adopted is to collect the records of the recent compensations of the medical institutions of all levels county widely, compare the data collected, study the typical cases, investigate the current operation status, watch the selection process of the compensation models, and find the problems existing in the NCMS and the corresponding causes. This would exert dramatically positive impact to our exploration of the new models of the operation and development of the compensations of the NCMS, help us make the objective pre-evaluation of the effectiveness after it comes into practice, and bring assistances to us in making recommendations to the government.Daming County adopted the planed fund for major diseases and the planed fund for outpatients. The implementation of "Leave-Hospital-Reimburse" policies in the assigned hospitals and the family members share the ceiling outpatient fund models are welcome by farmers, and the joining rate of the NCMS rises significantly, the trend of selecting a hospital is explicitly obvious, the funds are further covered, which strongly accelerates the boost and popularization of the medical care institutions in the rural areas.The conclusions and the inspirations of the study and analysis of the implementation of NCMS in Daming County are as follows. The implementation of NCMS in Daming County is a typical case, which would provide references to other similar rural areas, which are on the way of the improvement of the NCMS and further wide spreading the NCMS institution. The government should enforce the management and monitoring of the NCMS implementation and provide guides and services to ensure its sustainable, healthy, and highly effective development so that to expose more active impact of it in the construction of the new socialist countryside and the building of a harmonious socialist society.
