In2010, the CPC Central Committee and the State Council held a national conference in Beijing to talk about the development of Xinjiang Province and decide to start-up a new Yuanjiang Program. A new Yuanjiang Projects mainly concentrated in the economic support, talents support, education support and enterprise support. In order to support Yuanjiang Program, there would be a lot of Yuanjiang Projects to set up. During these two years, Yuanjiang Projects have paid off. At the same time, there are all kinds of Project Lifecycle Management issues of Yuanjiang Projects showing up, eg. The problem in coordination among the government sectors, the market docking mode as well as the self-development capacity in Xinjiang.Based on the study of literature research and interviews research, the author studies the management of Yuanjiang Projects by studying mechanism and mode of management. Yuanjiang Project Lifecycle Management can be divided into the organization and management, process management and information management. Organization management is the base of process management and information management. Process management is a key part of the full life cycle project management. Information management provides a platform of information integration during the project lifecycle. Although these three-part work interactively, they constitute the full life cycle of a systematic project management system together. In the actual project lifecycle management mode, through the studying the management modes of People’s Livelihood Project, Intellectual Project and Industrial Project, I specifically described the management processes of decision-making stage, design stage, construction stage and operation and decommission stage process. I also analyzed the positive and negative effective of these three management model. Then I found the main reason of current Yuanjiang Project Life-cycle management is that the confusion of government departments’coordination, the problem of market docking mechanism, the bad self-development capability of Xinjiang Province. At last, I suggest that the government should improve the government coordination mechanisms and marketing mechanisms, and Xinjiang Province should promote the self-development capability.There are suggestions about Yuanjiang Project in Project Life-cycle Management. In the part of government coordination mechanisms, I suggest establish and improve communication and coordination mechanism, further improve the criteria of Yuanjiang Project, establish a unified and clear coordinating mechanism. In the part of market docking mechanism, I suggest The enterprises participate in the coordination of the market mechanism, Expand open a new pattern of opening to the west world. In the part of self-development of Xinjiang, I suggest to promote Industrial Project and push Intellectual Project.
