This paper first analyzes the development Status of agricultural loans of Heilongjiang province; the paper has revealed the main problems of agricultural loans in Heilongjiang province. Further based on demand perspective, through the behavior of investigation of the farmer credit, analysis the basic characteristics and influence factors of agricultural loan demand in Heilongjiang province, through the empirical research to find the influential of farmers agricultural loans lending factors and the direction of farmers in Heilongjiang province, to remove the difficulties of farmers and provide some scientific basic and policy suggestions. Agricultural loans as a financial model, in recent years have made some significant development, but overall the history is not long, the example of success is not high also. Agricultural loans is very important in our country to solve the problem of agriculture. Therefore, it leads me to research on the agricultural loans. So I give the Heilongjiang province as an example, tested that if agricultural loans can solve China’s "three rural" issue. And make agricultural loans in the process of the development of face many problems such as:legal policy, industrial policy, tax policy limit. This paper will through the situation of agricultural loans in Heilongjiang province, give out the theory of Agricultural loan system development process and the milestone, and outline the problem that exists in the Agricultural loans in Heilongjiang province.
