Research On The Efficiency Of Agricultural Loans In Henan Province

Henan has always attached great importance to the solution of the "three rural" problem.With the support of various national agricultural loan policies,the total amount of agricultural loans in Henan Province has been increasing.If only the amount of agricultural loans is concerned,but the allocation efficiency of funds is neglected,the result can only occupy more financial resources and can not effectively promote the solution of the "three rural" problem.Therefore,it is necessary to study the efficiency of agricultural loans in Henan Province.Firstly,this paper combs the relevant research literature at home and abroad,determines the relevant theoretical basis of this paper,and then defines the concept of agricultural loans and their efficiency.Through sorting out the relevant statistical data of agricultural loans,this paper describes and analyzes the development status of agricultural loans in Henan Province from the total scale,the structure of investment,the main suppliers and other aspects.Subsequently,this paper uses DEA-Tobit model to select panel data of 18 cities in Henan Province from 2010 to 2017,and makes an empirical analysis on the efficiency of agricultural loans and its influencing factors in Henan Province.Firstly,using data envelopment analysis(DEA),this paper selects the corresponding input and output indicators to evaluate and analyze the comprehensive efficiency,pure technical efficiency and scale efficiency of the allocation of funds for agricultural loans in Henan Province.Then,considering the difference of the efficiency of agricultural loans in Henan Province,this paper chooses the corresponding indicators from both inside and outside rural areas as the influencing factors of the efficiency of agricultural loans,and establishes a panel Tobit model to make an empirical analysis of the influencing factors of the allocation efficiency of agricultural loans.The following conclusions can be drawn from the theoretical and empirical analysis : on the whole,the allocation efficiency of agricultural-related loans in Henan Province is insufficient,the scale of agricultural-related loans and output is not proportional to the current main problems facing the rural economic development of most cities in Henan Province;the level of financial support for agriculture plays a significant positive role in the efficiency of agricultural-related loans,and the dual structure of urban and rural areas inhibits the allocation of agricultural-related loans.The scale of farm-related loans is inversely related to efficiency,while the productivity of rural areas is not significantly related to the efficiency of farm-related loans.Finally,this paper combines the current situation and empirical results of the allocation of funds for agricultural loans in Henan Province,and in view of the problems existing in agricultural loans in Henan Province,putting forward policy suggestions to improve the efficiency of agricultural loans in Henan Province: starting from the supply of agricultural loans,choosing a reasonable allocation mode of funds,improving the supply system of agricultural loans,strengthening the risk-sharing mechanism and implementing poor measures according to local conditions.At the same time,starting from the economic development,the paper proposes to promote the coordinated development of urban and rural economy,and improve the efficiency of agricultural production and optimize the industrial structure.
