Water is the key to development of OASIS agriculture in Xinjiang, and is the most important naturalresources in agricultural production in Xinjiang. Agriculture has long been a major water user in Xinjiang,2009Xinjiang agricultural water consumption accounted for more than92%of total water consumption,mostly farmland irrigation water.Xinjiang is typical of the "oasis of irrigated agriculture", if there is noenough irrigation water, there would be no agricultural development, but acres are serious shortage of waterresources in Xinjiang, huge pressure on agricultural water use.In this context this paper, efficient use of water resources under the condition of planting industrystructure optimization problem. This system gives the definition of efficient use of agricultural waterresources and from both efficient and effective system to its connotation, and summed up the process ofagricultural production requirements and its efficient use of agricultural water resources in mainly, makeefficient use of point of view of planting industry structure optimization of water resource characteristicsand optimization process should adhere to the principles.This knowledge in economics as an analytical tool, optimized for efficient use of water resources andcrop structure provides economic theoretical support. In this chapter in the first use of C-D productionfunction analysis of water farming sustainable development under resource constraints, and then analyzethe single farmers how to make rationally water resources allocation between the different crops and twopeasant household agriculture high efficient water use in the game.Before focusing on academics in this literature review of mathematical methods and models used in thestudy to draw conclusions, summary and comparison, use fuzzy optimization model for planting structureoptimization model’s construction, in combination with the empirical analysis of the actual model for thestudy area.
