Government Behaviors In The Cooperation And Development Of Tourism, Resources Urban Agglomeration In Changsha-zhuzhou-xiangtan

With the impact of the global economic blocs and regional economic integration,China’s tourism industry has embarked on a road of the administrative regionalcooperation for development of tourism resources, under the guidance and driven of theregional government, tourism brand is created to enhance the competitiveness andvisibility by integrating of tourism resources, improving the tourism policy, transforminggovernment functions and so on. However, the local government still exist problems, forexample, the management mechanism is not smooth, the role of positioning is not accurate,and non-essential excessive administrative intervention persists. Therefore, it ismeaningful to study how to optimize government action to promote the tourism industrydeveloping healthy and orderly.Taking Changsha-Zhuzhou-Xiangtan urban agglomeration as a research case, thispaper focuses on the administrative system in the cooperative development process of thetourist resources. Cooperative development present situations of Changsha-Zhuzhou-Xiangtan’s tourism resources under the guidance of the government are analyzed andrelevant countermeasures are proposed for the shortcomings by integrated using theknowledge of multiple disciplines such as administration management, tourismmanagement, human geography, and so on.Under the guidance of relevant theories, this paper analyzed local governments’efforts for cooperative development of Changsha-Zhuzhou-Xiangtan’s tourism resourcessuch as the promulgated tourism policies and regulations, organized recreational activities,cooperative constructed tourism infrastructure and so on. At the same time, manyproblems are still existed, for example, tourism cooperation plan has not yet beenintroduced, tourism market mechanism is not perfect and role of local government needsfurther change. In order to better enhance the government action, relevant policies andrecommendations are put forward: tourism administration operation mechanism should beimproved and unified tourism planning should be prepared, the image of the region shouldbe shaped and cooperation between the government and the community should bestrengthened, region network platform should be built to achieve the information andtalented person sharing, a fair and orderly market system should be built and cooperativedevelopment in tourist resources should be innovated.
