Research On The Role Of Local Government In The New Rural Culture

New rural cultural construction of great significance for our country, first as important an element of the new rural construction, plays a strong supporting role in the new rural construction; Second, in2012Comrade Hu Jintao in the eighteenth report put forward, push forward the construction of socialist culture and power. Socialist cultural power suggested that China’s socialist culture have higher requirements on the construction of China’s rural culture as an important part of the socialist culture, even should play an active role to develop and construction.So China should effectively protect the development of new rural culture, and local governments as the leading force of the new rural cultural construction, plays an integral role in the protection of cultural construction in rural areas. However, in the current cultural construction in rural areas, many governments play the role of an unreasonable or failure, for example, no overall planning for the construction of rural culture, the lack of investment in the rural cultural capital, lack of protection of the rural culture, and so on, these are greatly affects the process of cultural construction in rural areas.This paper studies the role of local government failure status quo, the paper attempts to based on the analysis of the failure of the status quo in the role of local government in the construction of new rural culture and the role of government, as well as by choosing Yangshuo County, Guangxi and Quanzhou County Rural cultural construction practice models to explore the basis of analyzing the practice of local government in the new rural cultural construction, to see what is causing the main reason for the failure of the role of government in the rural cultural construction, and finally for the status quo causes, this article tries to place the government’s concept of change, construction of Supply Mechanism and hardware facilities and qualified personnel, and the rural reform of the cultural system, discusses the new path to protect the local governments play a better role in the construction of new rural culture.
